To Critique or Not to Critique?

I look at a lot of art and find I like most of it, but there are some things which stand out as really good or really bad. I find I want to express an opinion, but many people just want someone to notice them, not to get truthful critique of their work. Part of my issue with critiquing is I am not sure I know enough about the author of the work in question to not hurt their feelings. If a 5 year old has his mom post to DA, and I critique in a hard way... I don't want to discourage someone with my thoughts.
